What Medicaid Waiver Programs are in Oklahoma? Oklahoma's SoonerCare operates eight programs to provide home and community care as a cost-effective alternative to institutionalization. These are known as "waiver" programs because standard program requirements are waived to allow the program to operate. The waiver programs provide some services that otherwise are not covered under SoonerCare. Oklahoma has several waivers including:

Who qualifies for the Elderly Waiver in in Oklahoma? There are four waivers for frail elderly and adults with physical disabilities age 21 and over who do not have mental retardation or a cognitive impairment. Programs include:
ADvantage Waiver - Serves the frail elderly individuals age 65 or older and adult Oklahomans age 21 and older with physical disabilities who would otherwise require placement in a nursing facility.
Medically Fragile - This program serves qualifying individuals who meet hospital or skilled nursing facility level of care.
Sooner Seniors Waiver - Adults 65 and older who transitioned to community-based services in the Living Choice program are eligible for Sooner Seniors.

SoonerCare (Oklahoma Medicaid) is a health coverage program jointly funded by the federal and state government. This program helps pay some or all medical bills for many people who can't afford them. The Oklahoma Health Care Authority (OHCA) is the state agency that administers the program and determines financial eligibility for the program.
Oklahoma Waivers for people with intellectual disabilities include: Community Waiver; Homeward Bound Waiver; In-Home Supports for Adults Waiver; and In-Home Supports Children Waiver.
