Who Qualifies For Assistance?

Who qualifies for the Elderly Waiver in Idaho? In accordance with IDAPA 16.03.05.788, in order to be eligible for the Aged and Disabled (A&D) Waiver in Idaho, the participant must:
Be Age Eighteen Through Sixty-Four. Be eighteen (18) through sixty-four (64) years old and meet both the disability criteria, as provided in Section 156 of these rules, and need nursing facility level of care as provided in IDAPA 16.03.10 “Medicaid Enhanced Plan Benefits”;
OR
Be age sixty-five (65) or older and need nursing facility level of care as provided in IDAPA 16.03.10 “Medicaid Enhanced Plan Benefits.”

Individuals seeking services will complete an application for Medicaid with Self-Reliance staff in the Idaho Department of Health and Welfare's Division of Welfare. The Division of Welfare determines financial eligibility for the waiver. The waiver is administered by the Division of Medicaid's Bureau of Long Term Care (BLTC).

Is there a waiting list for the elderly waiver in Idaho? No. Idaho does not limit the number of participants that it serves at any point in time during a waiver year. There are currently over 12,000 people served on the Aged and Disabled Waiver for Idaho.

The participant (and/or family or legal representative, as appropriate) chooses providers to deliver services. Waiver providers in Idaho are governed by the Department of Health and Welfare Division of Medicaid. The State verifies that providers initially and continually meet required licensure and/or certification standards and adhere to other standards prior to their furnishing waiver services.

Additional Information

Idaho has a Home and Community-Based Waiver to assist Idaho's elderly and physically disabled citizens to maintain self-sufficiency, individuality, independence, dignity, choice, and privacy in a cost-effective home-like setting. Costs for services provided through this waiver cannot be more than the cost of institutional care. Services for eligible people can be provided in a participant's home, in a certified family home, or in a residential or assisted living facility. This waiver provides eligible individuals the ability to choose and receive the care they need in the home or community rather than in an institution.
