The MI Choice Waiver Program began in 1992 as the Home and Community Based Services for the Elderly and Disabled (HCBS/ED) waiver program. We now know it as the MI Choice Waiver Program, or simply, "the waiver." Through this program, eligible adults who meet income and asset criteria can receive Medicaid-covered services like those provided by nursing homes, but can stay in their own home or another residential setting.

Who qualifies for the Elderly Waiver in Michigan? The MI Choice waiver is for elderly persons age 65 and older or disabled persons age 18 or older. To qualify you must also be Medicaid eligible (at or be below 100% of FPL) or 300% of SSI/FBR.

How Do You Select A Provider?

Who will provide my services?
The MI Choice Waiver agencies provide supports coordination. Various agencies and businesses provide the majority of other services.

It is possible for participants to choose individuals they want as personal aides as long as the aides are not considered legally responsible individuals. In some cases adult children can be paid to provide services for their aging parents.

PIHPs provide behavioral health and community-based supports and services. An adult child who is not the guardian may be paid to provide some services if he/she meets provider qualifications.

Additional Information

To access the HSW or MSS&S Waiver, the access center at the local community mental health services program can assist.

HSW serves persons of all ages with developmental disabilities who meet ICF/IID LOC and are Medicaid eligible (at or below 100% FPL).

MSS&S serves persons of all ages who have qualifying behavioral health needs, including serious mental illness, developmental disability and/or substance use disorders.
